A VPS is your own locked office inside that building: the CPU, memory and disk are reserved for you, and you get root access to run whatever you like. A dedicated server is the whole building. Almost no small business needs one.
When a VPS pays for itself
I look for three signals before recommending the upgrade. The site slows down at the same hours every day. You need software the shared host will not run, Odoo being the common one. Or your data is sensitive enough that you want it away from other tenants. If it is only traffic, a bigger shared plan might be enough. The VPS earns its keep when control matters as much as capacity.
